The noise is air, not water. Which fixtures make it tells you whether the problem sits under one sink or out in the line the whole house shares.
A gurgling drain in a Liberty Hill house is air being dragged through the water sitting in a trap, and the useful question is not why it makes the noise but how many fixtures make it. One fixture gurgling on its own is that fixture’s drain or its vent. Two or more gurgling, or a toilet bubbling when the washer empties, is the line they share. Counting takes about five minutes, and it is the first thing we do before a cable goes in the pipe.
Every fixture has a trap holding a plug of water that keeps sewer gas out of the room. The 2021 International Plumbing Code, which the City of Liberty Hill has adopted as its plumbing code, requires that plug to be not less than 2 inches and not more than 4 inches deep. Vent piping lets air move behind it: Section 901.2 says the vent system has to permit the admission or emission of air so the seal of any fixture trap is never subjected to a pressure differential of more than 1 inch of water column.
Gurgling means that limit is being exceeded. Water draining somewhere is pulling a vacuum, or pushing pressure ahead of itself, and the air it needs is coming through the nearest trap instead of a vent. The sound is a trap seal breaking and re-forming, which is also why gurgling often arrives with a faint sewer smell in the same room.
Fill and drain each sink and tub one at a time, run the washing machine, then flush each toilet, and listen at every other fixture while you do it. Write down what gurgles.
Once it reads as the shared line, the access is already built into the house. The code requires cleanouts on horizontal drainage pipes and building drains at intervals of not more than 100 feet, and requires the junction of the building drain and the building sewer to be served by a cleanout at that junction or within 10 feet upstream. A camera down that cleanout is the difference between clearing a blockage and learning what caused it, which is why our drain cleaning service starts with an inspection rather than a cable.
A blocked vent produces the same symptoms as a clog and gets treated as one. The code requires at least one vent pipe serving each building drain to extend to the outdoors, and requires vent terminals to be protected so birds and rodents cannot enter or block the opening. Liberty Hill amended that section for its own roofs: under the city ordinance an open vent pipe through a roof must terminate not less than 6 inches above the roof surface.
If the house has an air admittance valve under a sink instead of a vent to the roof, that valve is a mechanical part and it fails closed. The code puts it not less than 4 inches above the drain it vents and requires access to it, so it is reachable. An island sink that started gurgling years after everything else is worth checking there first.
The U.S. Environmental Protection Agency names three causes of sewer blockages that cover most of what we pull out. The first is what goes down: the EPA lists fats, oils and grease along with household products marked flushable, including baby wipes and facial wipes, and says all of these may create blockages. The second is tree roots, which the EPA describes as entering through defects or openings in a sewer line. The third is the line itself, through the cracks and leaky joints the agency lists separately.
Age decides how much of the third applies to your house. InterNACHI’s life expectancy chart gives cast-iron waste pipe below ground 50 to 60 years and ABS or PVC waste pipe 50 to 80 years. A newer build on PVC that gurgles is usually something in the pipe; an older cast-iron line that gurgles every few months is worth reading as a pipe problem. Texas and Liberty Hill draw this line in two different places. Section 1301.051 of the Texas Occupations Code says a property owner is not required to be licensed to perform plumbing in their own homestead, so pulling your own sink trap is not against the law. Section 1301.351 says a person other than a responsible master plumber may not engage in plumbing unless they hold the proper licence and their work is supervised by a licence holder, and that anyone who advertises or offers to perform plumbing must secure the services of a responsible master plumber.
Liberty Hill adds the permit. The city’s plumbing ordinance requires a permit applicant to be a Texas licensed master plumber or exempt under state law, requires that plumber to register with the city and show proof of licence before any work is performed inside it, and requires an owner claiming the homestead exemption to prove to the building official that the house is theirs. The city’s building code requires a permit to repair or replace a plumbing system, in the city limits and on property connected to city water or wastewater. The Texas State Board of Plumbing Examiners puts pulling those permits and calling those inspections on the responsible master plumber, along with carrying at least $300,000 of general commercial liability insurance.

Not by itself, and the number of fixtures making the noise is what decides how fast you move. One fixture gurgling on its own points at that fixture's own drain or its vent. Several fixtures gurgling, or a toilet bubbling when the washing machine drains, points at the line they share, and a shared line that is partly blocked is on its way to backing up into the lowest drain in the house. If waste water is already coming up anywhere, stop using water in the house and call a plumber rather than waiting.
